Bowen Island Municipal Council "Greenways" Public Hearing, July 20, 2009 [ video streaming ] or [ download video ] 389 MB aprox.
Topic:
Council staged a public hearing to allow interested parties to voice support or concern for the "Greenways Bylaw". A number of people spoke to the proposal. Many were very concerned about the lack of a map that visually defined where the Island's Greenways were. Both the Greenways Committee and Jason Smith, Planner, defended the proposal "as is".

First up was the swearing in of soon to be CAO, Hendrick Slegtenhorst. It was preceded by a hopeful introduction from the Mayor and some cautionary but respectful public comment by Andrea Kaufman. Mr. Slegtenhorst ended the swearing in with some comment of his own. Next up was a question and answer style session on the Library moving into Municipal Status. Councillors were asking a lot of questions to see if there were any pitfalls or financial concerns about changing the Library into a municipal one. Kristen Watson presented the "Budget Position Report" stating that the finance department had streamlined it's reporting mechanism allowing for snapshots to be taken with much less effort. This went over with gales of approval from Council. Next up were some exceptions to the Noise Control By Law. Finally the evening ended with some weightier topics with significant tax implications: the Roads Capital Plan and the grant process surrounding the Sewage Treatment Plant Expansion. Both were presented by Acting Public Works Manager, Wil Hilsen.

There were 2 public Council meetings back to back. From the viewers perspective it was one meeting. A couple of agenda items were taken off the table, deferred.

First up was a fascinating presentation by, a work colleague of Mayor Turner's, Dr. Lionel Jackson from the Geological Survey of Canada. The presentation was based on a research study into the possibility or probability of a huge chunk of Mount Gardiner sliding off its footing and slamming into the ocean causing a fjordal tsunami. The research began as a result of evidence that there was some ground shift of a very large rock "dome" that had moved on Mount Gardiner along with evidence that significant amounts of rock had slid into the ocean right below the affected region.

Next was a presentation by Jason Smith, staff Community Planner, proposing an amendment to the Development Permit (Process) Bylaw. Council members were largely positive about the approach to the amendment but approval was not unanimous. Smith's approach was to have the bylaw state that whenever a house was over 4,000 some odd feet that the development request would be brought up from a staff level to Council for review and consideration.

Finally Mayor Turner brought forward an information piece clarifying and restating that the Municipality's financial contribution to the Turf Field is fixed but with a few provisos relating to larger Municipal planning initiatives.

Topics: Jason Smith, Municipal Community Planner, on the status of the OCP Update Committee; a presentation from Elizabeth Ballantyne and Tim Wake from the "Affordable Housing Working Group. This presentation led to a discussion with Council that clearly explained the "essence" of Affordable Housing as a business model for government AND the homeowners. Some difficult issues were raised; and finally a presentation was by Tamsin Baker from The Land Conservancy. It outlined methods for Council to legally preserve land and do it in a way that is not draconian for the parties involved. Some tested "models" around the province were mentioned. Unfortunately, the Conservancy presentation was a rushed due to time constraints.

Topics: Acknowledgement from Council on tragic car accident with condolences to families involved, a presentation from Faye White on preparing Bowen for an aging population, a report from Wil Hilsen, staff engineer on roads maintenance including a discussion on tax/reserve implications, as well as discussions on green waste and helicopter evacuation proceedures from Bowen.

Topics: Approval of Development Permits: report & presentation, Turf Field Update from Florrie Levine & Christine Walker with resolution to proceedure with building the field, Acceptance of draft Terms of Reference for the Community Centre Select Committee including action item to publically post requests for Committee nominees, and attempting to find a solution to the bus transportation problem that will occur between Bowen and Whislter during the 2010 Olympics.

Topics: Development Variance Permit discussion & approval, "Grants in Aid" discussion and approval, Turf Field Update with a focus on the tendering process that is underway, Noise Control Bylaw #232 discussing the issue with continuous noise from home owners operating heavy equipment that is not captured in the present version of the bylaw, as well as housekeeping details relating to Council's operation.

Topics: Audited 2008 Financial Statements including a Powerpoint presentation from Joanne Cunday that gives a breakdown of how money was spent, allocated and deferred, then a presentation from the Planners, Michael Rosen & Jason Smith, on the CRC owners decision to not resubmit a subdivision application to the Muni and a series of financial housekeeping bylaws to deal with the recently passed budget and the audited financial statements.

Major interest in this meeting would be for those wishing to parse Ms. Cunday's financial analysis in her presentation and Michael Rosen's brief recounting of the meeting he and Jason Smith had with the CRC Owners over their firmly held position to not pursue a subdivision application. Council did attempt to craft motions to encourage a re-engagement after Mr. Rosen's presentation but there was a divergence of opinion on how to pursue the matter.

Topics: a presentation from John Rich and Casey Grundy of the OCP (Official Community Plan) Steering Committee on the hiring process for the awarding of the contract to the Consulting firm that would formalize the completed & reviewed OCP, more business on The Budget but with a focus on the 5 year plan, Wil Hilsen gave an update on the Sewage Treatment Plant Expansion which included a couple of highly charged delegations on the matter from Wolfgang Duntz and Rondy Dike, and finally some bylaw matters that could result in policy changes towards the approach of bylaw authorship and enforcement. On the surface this looks like a sleeper of a meeting. It was anything but. Councillor Lucas chaired this Council Meeting.

Topics: The Budget bookended several key topics and presentations, The Community Hall & Arts Centre (or CHAC) through Tina Nielsen and Paul Hoosen made an empassioned presentation imploring Council to make a decision on proceeding with the Community Centre project, Bowen Island Chamber of Commerce via Darcie Buzzelle gave an inventive presentation on her efforts over the past couple of years to create tools & metrics to encourage & meausure tourism on Bowen, Florrie Levine & Christine Walker gave Council an update on the Playing Field Project at BICS, Wil Hilsen gave an update on the Sewage Treatment Plant Expansion which included a couple of delegations on the matter from Wolfgang Duntz and Rondy Dike and finally Council decided to not renew the Water Services Contract with the outcomes being to either bring the services in-house or the unlikely scenario to retender the Contract. A long meeting clocking in a over 6 hours and 17 minutes of video. A lot of important decisions and discussion came up in this one.
